If the ball is not back in play before the clock hits zero, the punishment is immediate and devastating:

 For delayed throw-ins: Possession is instantly turned over to the opposing team.

 For delayed goal kicks: The opposition is automatically awarded a corner kick.

The 10-Second Substitution Trap

Substitutions have long been used as a cynical tactical tool to kill momentum in the 90th minute. Not anymore. When a player’s number goes up on the board, they have exactly 10 seconds to exit the pitch via the nearest boundary line. If they try to slow-walk it to the dugout, their team is severely punished: the incoming substitute will be forced to wait on the sideline for at least one full minute of active play before they are allowed to enter, leaving their team temporarily playing with 10 men. Japan’s recent victory over Iceland already proved how lethal this is, leaving Iceland stranded a man down when they messed up the timing.

Shocking Red Cards for “Mouth Covering”

In one of the most talked-about disciplinary updates, FIFA is clamping down heavily on players covering their mouths with their hands, arms, or shirts during heated confrontations. To wipe out hidden insults and abusive language from cameras and officials, doing this during an argument will now result in a straight red card.

Massive New Powers for VAR

Video Assistant Referee technology is stepping up significantly. For the first time ever, VAR officials can step in to correct wrongly-awarded second yellow cards, cases of mistaken identity, and even incorrectly-awarded corner kicks. Crucially, video assistants can also review under-the-radar blocking, holding, and physical obstruction that happens inside the penalty box before a set-piece is actually taken.

Squeezing Out Tactical Injuries

To stop teams from faking injuries to break up an opponent’s rhythm, outfield players who receive medical treatment on the pitch must now remain on the sidelines for at least one full minute after play resumes. Furthermore, a strict new protocol prevents teammates from running over to the technical area to get a sneaky, impromptu tactical lecture from their manager while a player is down.
